Start with a Quote-Ready BOM

BOM review services turn a component list into a buildable, sourceable assembly plan. Before a turnkey PCBA quote is firm, purchasing and engineering need to agree on the exact board revision, manufacturer part numbers, approved alternatives, supply ownership, packaging and test scope. An unresolved line item can change price or schedule after the purchase order.

This guide is a buyer-side checklist for prototype, pilot and repeat builds. It complements our turnkey SMT assembly services and the earlier PCBA cost breakdown. The goal is to reveal decisions before sourcing begins, not to promise that every listed alternative will pass engineering approval.

Ask the assembler to return a BOM exception log: missing or ambiguous MPNs, lifecycle or availability concerns, required substitutes, procurement minimums, packaging mismatches and any build-data discrepancy. Each exception needs an owner and written disposition. A price based on an unresolved assumption is only a budgetary estimate.

Quote-Ready BOM Fields and Revision Control

A bill of materials should identify what goes on this exact revision of the board, not merely name component families. The Altium PCB procurement checklist calls out MPN, footprint, reference designators, quantity and sourcing information among the data needed for assembly. Use this table as an RFQ handoff check.

For each line, reconcile quantities and reference designators against the pick-and-place export. Include zero-ohm options, jumpers and assembly variants. If a customer-approved substitute exists only in an email thread, move its decision into the controlled BOM or approval record before quotation.

BOM, AML and AVL: Define What Is Approved

A BOM says what the assembly requires. An approved manufacturer list (AML) identifies manufacturer parts engineering has accepted for a position. An approved vendor list (AVL) may identify qualified suppliers or distributors from whom an approved part may be bought. Organizations use these acronyms differently, so define them in the RFQ. IPC's PDX data-exchange resources distinguish BOM data from approved manufacturer and supplier lists.

Consider U12: the approved manufacturer part is MPN A. Buying MPN A from another authorized distributor can be a supplier change, subject to your purchasing policy. Replacing it with MPN B is a component substitution and needs engineering review even if it has the same nominal function. A distributor SKU is not a substitute for the manufacturer's exact orderable MPN.

Record the approval level on each alternate: approved for production, approved for prototype only, pending evaluation, or not approved. Add a date, reviewer, design revision and any operating limits. This lets the assembler quote a released build while keeping proposed substitutions visible as options rather than silently including them.

For regulated or traceability-sensitive products, specify approved sources, certificate or lot documentation, change notifications and the acceptance class in the purchasing package. The required evidence varies by project; the BOM alone cannot establish it.

Review Availability, Packaging and Alternate Parts

A price lookup is a snapshot, not a sourcing release. For each MPN, record current availability, lifecycle status, realistic lead time, authorized source, minimum-order quantity, order multiple and quote validity. Altium's BOM guidance describes lifecycle and supply data as part of BOM review; live procurement still requires confirmation at order time.

Packaging affects assembly as well as cost. Reel, tray, tube and cut-tape supply can have different minimum purchases, setup methods and attrition allowances. Flag moisture-sensitive and ESD-sensitive parts for the agreed storage and handling process. If a supplier offers an alternate package suffix, confirm that both the device and the feeder or process route remain suitable.

No unapproved substitution: a proposed MPN needs checks of electrical ratings, tolerance, temperature grade, dimensions, footprint, pinout, thermal behavior, firmware or programming dependencies, compliance and customer qualification rules. Altium distinguishes sourcing an approved part from adding a substitute component. Ask engineering to accept or reject the proposed alternative in writing before the quote assumes it.

Keep a risk register with one row per exception: BOM line, issue, proposed action, decision owner, deadline and commercial impact. This is especially useful for obsolete parts or a repeat build whose previously approved source has changed.

Match the BOM to Sourcing, Assembly and Test Scope

For turnkey assembly, the assembler procures the assigned components and builds the boards. In a consigned build, the buyer supplies assigned material. A hybrid build splits ownership by BOM line. Give each line a named purchasing owner. Define who pays for excess stock, minimum-order balances, freight, shortages, damage and leftover material. A consigned kit should state expected overage or attrition and label lots clearly. A turnkey quote should state whether unresolved or long-lead parts are included, excluded or priced provisionally. Without that split, two offers may cover different scopes.

The BOM must match the PCB revision, assembly drawing, centroid or pick-and-place data, solder-paste and variant instructions. Mark polarity, orientation, DNP positions, special soldering and any rework restrictions. Include firmware or programming files only when relevant and specify how version and checksum are controlled. Specify the applicable assembly standard and class instead of assuming a default. IPC's J-STD-001J outline includes assembly process and acceptance requirements; your project documents should name the revision and contractual class. BOM and AVL Release Checklist for Your RFQ

Before you send a turnkey PCBA request for quotation, run this release check with engineering, procurement and quality. Attach an exception log rather than hiding open decisions.

  1. Freeze one build revision. Match bare-board files, BOM, placement data, assembly drawing and test instructions.
  2. Resolve every fitted line. Check exact manufacturer MPN, quantity, reference designators, package, DNP status and approved alternatives.
  3. Assign the sourcing owner. Mark turnkey, consigned or hybrid responsibility for each item, including customer-nominated sources.
  4. Flag supply exposure. Separate confirmed availability from assumptions; record lifecycle, lead time, minimum order and excess inventory treatment.
  5. Release the assembly route. Identify two-sided placement, through-hole work, special handling, programming, inspection and test deliverables.
  6. Ask for an exception-based quote. Request a separate list of unresolved parts, proposed substitutions, exclusions, NRE, quote validity and the date from which lead time begins.

A useful return package has a reviewed BOM and issue log, a written commercial scope and an approval path for any change. That is more actionable than a single unit price. If your design is still evolving, label the quotation provisional and reissue it after engineering decisions are closed.
